Pada tanggal 24 Juni, dua perusahaan pertambangan dan pengolahan mineral multinasional, yang berpusat di Prancis Eramet dan berbasis di Jerman BASFmengumumkan bahwa mereka akan membatalkan rencana pembangunan kilang nikel-kobalt senilai $2,6 miliar yang berlokasi di Kawasan Industri Weda Bay Indonesia (IWIP), di Maluku Utara, Indonesia.
Perusahaan-perusahaan tersebut mengutip alasan komersial, tetapi pemerintah Indonesia akan bersikap picik jika mengabaikan masalah-masalah lain. Dalam referensi tidak langsung terhadap masalah hak asasi manusia dan lingkungan terkait operasi pemrosesan nikel di IWIP, juru bicara BASF mengatakan bahwa perusahaan tersebut membutuhkan “pasokan bahan baku penting yang aman, bertanggung jawab, dan berkelanjutan.” Tersirat dalam pernyataan perusahaan-perusahaan tersebut bahwa mereka khawatir akan meningkatnya risiko reputasi mereka melalui investasi baru di IWIP.
Pengumuman ini akan disambut baik oleh masyarakat yang tinggal di sekitar IWIP, yang hak asasi manusia dan lingkungannya terancam oleh industri nikel yang terus berkembang. Pada bulan Januari, Climate Rights International merilis laporan setebal 124 halaman laporan“Nickel Unearthed: The Human and Climate Costs of Indonesia's Nickel Industry,” mendokumentasikan bagaimana kompleks industri IWIP bernilai miliaran dolar di Maluku Utara dan pertambangan nikel di dekatnya melanggar hak-hak masyarakat setempat, termasuk masyarakat adat, menyebabkan deforestasi yang signifikan, polusi udara dan air, dan mengeluarkan sejumlah besar gas rumah kaca dari pembangkit listrik tenaga batu bara yang memperburuk pemanasan global dan krisis iklim di seluruh dunia. Indonesia adalah pemasok nikel terbesar di dunia, dan permintaan untuk “mineral penting” ini telah meroket dalam beberapa tahun terakhir karena meningkatnya penggunaannya dalam baterai kendaraan listrik.
Pada tahun 2020, BASF dan Eramet mengumumkan rencana untuk membangun fasilitas pemurnian nikel dan kobalt, yang disebut Teluk Sonicdi IWIP. Proyek ini akan menghasilkan 67.000 ton nikel dan 7.500 ton kobalt per tahun, menggunakan teknologi pelindian asam bertekanan tinggi (HPAL), yang menggunakan suhu tinggi dan bahan kimia untuk mengekstrak nikel dari bijih laterit.
Menurut sebuah penelitian penyataan disediakan oleh Eramet kepada Climate Rights International pada bulan Desember 2023, proyek Sonic Bay akan mengambil bijih nikel dari PT Weda Bay Nickel, salah satu tambang nikel terbesar di negara ini, di mana Eramet merupakan pemegang saham minoritas. Pabrik tersebut juga akan mengandalkan pembangkit listrik tenaga batu bara atau generator diesel milik IWIP untuk memenuhi sebagian besar kebutuhan energi pabrik hingga panel surya dapat dipasang di cerobong asap, sekitar lima tahun setelah proyek mulai beroperasi.
Climate Rights International telah mendesak Eramet dan BASF untuk menunda pengambilan keputusan investasi akhir terkait proyek Sonic Bay hingga semua konflik lahan antara IWIP dan masyarakat setempat di lokasi proyek yang diusulkan diselesaikan dan warga masyarakat mendapatkan ganti rugi penuh dan adil atas tanah mereka. Kami juga meminta kedua perusahaan untuk memastikan bahwa limbah dari pabrik yang diusulkan tidak menambah polusi besar yang telah disebabkan oleh IWIP, dengan membangun sistem pengelolaan limbahnya sendiri untuk menetralkan limbah asam dan secara efektif mengurangi polusi udara dan air yang telah memengaruhi kesehatan penduduk setempat.
Meskipun pembatalan proyek Sonic Bay mungkin mengakibatkan berkurangnya polusi bagi masyarakat lokal, pemerintah Indonesia harus berbuat lebih banyak untuk meminimalkan dampak penambangan dan pemurnian nikel terhadap masyarakat yang tinggal di dekat IWIP dan kawasan industri nikel lainnya.
Pemerintah Indonesia kini harus mendesak tiga pemegang saham utama di IWIP – perusahaan Tiongkok Tsingshan Holding Group, Huayou Cobalt, dan Zhenshi Holding Group – untuk melakukan investigasi serius guna mengidentifikasi sepenuhnya kerugian yang disebabkan oleh operasi mereka dan terlibat dalam mediasi dengan itikad baik dengan masyarakat yang terdampak guna memberikan kompensasi dan mengakhiri praktik yang merugikan. Pemerintah juga harus memperkuat undang-undang dan peraturan untuk meminimalkan dampak penambangan dan pemurnian nikel, termasuk terhadap masyarakat adat.
Pembatalan proyek Sonic Bay merupakan kesempatan bagi pemerintah Indonesia dan perusahaan-perusahaan di IWIP – dan industri nikel yang lebih luas di Indonesia – untuk menunjukkan bahwa mereka dapat melakukan dua hal yang tidak boleh bertentangan: mengamankan mineral yang dibutuhkan untuk menggerakkan transisi energi. Dan melindungi hak asasi manusia dan lingkungan.
