Jerman tidak memiliki hewan nasional, tetapi jika ada, mungkin saja dachshund.
Ketika Jerman menjadi tuan rumah Olimpiade pertamanya setelah Perang Dunia II, Jerman memilih a dachshund bernama Waldi sebagai maskotnya. Saat ini, siluet dachshund yang panjang dan kurus menjadi hiasan norak untuk barang curian bertema Jerman mulai dari T-shirt hingga cangkir kopi, sering kali mengenakan warna hitam, merah, dan emas seperti bendera Jerman.
Pada hari Minggu yang cerah di bulan September, parade dachshund diadakan oleh museum dachshund di kota abad pertengahan Regensburg menarik ribuan penggemar.
Bagi banyak dari mereka, rencana untuk mengubah undang-undang kesejahteraan hewan di Jerman untuk membatasi perkembangbiakan dachshund telah menimbulkan kekhawatiran.
“Hati saya akan hancur,” kata Annabelle Schultes, berdiri di awal parade bersama suaminya, Frank Schultes, dan dachshund mereka, Paul dan Nia. Kakek nenek, orang tua, dan saudara kandungnya semuanya memiliki dachshund, dan Paul, kini berusia 14 tahun, adalah hadiah pernikahan Frank Schultes untuknya.
Dachshund terkenal dengan bentuk sosisnya, namun punggungnya yang ekstra panjang dan kakinya yang ekstra pendek dapat menyebabkan ketegangan yang melumpuhkan pada tulang punggungnya. RUU kesejahteraan hewan ini akan melarang apa yang disebutnya “penyiksaan pembiakan” — perkembangbiakan hewan dengan cacat struktural — tidak hanya dachshund yang punggungnya jelek, tapi juga anjing gembala Jerman yang pinggulnya jelek atau anjing bulldog Prancis yang punya masalah pernapasan.
Pemilik dachshund mengatakan bahwa mereka telah berhasil mengendalikan masalah ini, dan larangan berkembang biak, bukannya membantu, malah bisa menghancurkan dachshund. Lebih dari 18.000 orang telah menandatangani petisi menentang RUU tersebut, dan klub dachshund nasional telah melancarkan kampanye tekanan terhadap para legislator.
Tatjana Euler, yang mendorong kereta dorong yang membawa anjing dachshund Streusel, Paulina, dan Twinkie, mengatakan bahwa RUU tersebut telah mempolitisasi dirinya dengan cara yang belum pernah terjadi sebelumnya.
“(Pemerintah) sebaiknya tutup mulut,” katanya.
RUU ini bukan hanya tentang pembiakan anjing. Hal ini dimaksudkan untuk melindungi semua jenis hewan di berbagai tempat mulai dari peternakan, sirkus, hingga rumah jagal. Jerman sudah memiliki salah satu negara di dunia undang-undang kesejahteraan hewan yang paling kuatdengan perlindungan hewan tertulis dalam konstitusi nasionalnya. Sekitar 90% masyarakat Jerman mendukung perlindungan hukum yang lebih kuat untuk kesejahteraan hewan. Hal ini membuat perdebatan menjadi lebih rumit daripada sekadar mendukung atau menentang.
Schultes mengakui bahwa meskipun dachshund miliknya tidak memerlukan undang-undang baru untuk melindungi mereka, hewan lain mungkin memerlukannya.
“Babi dan sapi terkadang menjalani kehidupan yang sulit,” katanya. “Itu harus berubah.”
Petani tidak setuju.
“Apakah mereka menderita?” tanya Hans Steiner sambil melambaikan tangan ke arah 71 ekor sapi yang sedang mengunyah jerami, beristirahat atau sekedar berjalan-jalan di sekitar kandang sapi perahnya yang sejuk dan tenang di kaki pegunungan Alpen.
Sebaliknya, satu juta sapi Jerman menghabiskan sebagian besar atau seluruh hidupnya terikat di satu tempat. Undang-undang baru ini akan mengakhiri hal tersebut, bersamaan dengan praktik peternakan lainnya seperti memotong tanduk anak sapi tanpa anestesi yang diberikan oleh dokter hewan dan memotong ekor bayi babi.
Para petani mengatakan RUU ini akan membuat mereka gulung tikar, dan seperti pemilik dachshund, 24.000 dari mereka menandatangani petisi untuk menghentikannya.
Steiner mengatakan para petani juga peduli terhadap hewan mereka, namun penderitaan yang diakibatkan oleh RUU tersebut hanya ada di benak masyarakat. Salah satu contohnya: seekor anak sapi yang dipotong tanduknya oleh Steiner, dua jam sebelumnya, kini berdiri dengan tenang di dalam kandangnya.
“Dia baik-baik saja,” kata Steiner.
Para peternak paling tahu cara merawat hewan mereka, katanya, dan pemerintah harus mengurus urusannya sendiri.
Kecuali, untuk “penyiksaan penangkaran” anjing – hal itu harus diakhiri, katanya.
“Semua orang setuju bahwa penting untuk melindungi hewan dari bahaya yang tidak perlu. Namun makna spesifiknya masih sangat-sangat diperdebatkan,” kata Marcel Sebastian, sosiolog di Universitas Teknik Dortmund yang mempelajari hubungan manusia-hewan.
Di Jerman, hubungan tersebut rumit. Peternakan adalah bisnis besar, bahkan ketika konsumsi daging dan susu merosot ke titik terendah sepanjang masa. Ditambah dengan meningkatnya polarisasi politik dan berkurangnya dukungan terhadap Partai Hijau, maka rancangan undang-undang kesejahteraan hewan yang disponsori oleh Menteri Pertanian Ramah Lingkungan – yang juga seorang vegetarian – akan memicu perang budaya yang berantakan.
Menjelang parade dachshund, Kelompok Perlakuan Etis terhadap Hewan meminta pihak berwenang untuk menghentikannya, dengan mengatakan bahwa tekanan tersebut akan memperburuk penderitaan hewan yang sudah terkena “penyiksaan pembiakan.” Sebaliknya, ribuan orang – dan anjing-anjing mereka – hadir untuk unjuk kekuatan yang menggonggong dan menggeram.
Sebagai 1.175 dachshund turun ke jalan-jalan berbatu di Regensburg, parade tersebut memecahkan rekor dunia. Kepala klub dachshund nasional mengatakan kepada surat kabar Jerman Mati Zeit bahwa jika pemerintah berbuat macam-macam, maka mereka akan melakukan hal yang sama lagi – lain kali, di luar Parlemen di Berlin.
