Presiden terpilih Indonesia, Prabowo Subianto, telah menetapkan tujuan ambisius sebesar 8 persen pertumbuhan ekonomi tahunan selama masa jabatan pertamanya, dengan tujuan untuk melambungkan Indonesia ke status berpenghasilan tinggi pada tahun 2045.
Namun tanda-tanda awal menunjukkan bahwa pendekatannya mungkin sudah tidak selaras dengan target tersebut. Pengumuman perluasan kabinet baru-baru ini – dengan sekitar 49 kementerian dan peningkatan peran wakil menteri, total kabinet akan mencakup hampir 100 orang yang ditunjuk – menimbulkan kekhawatiran mengenai apakah pemerintahannya akan memprioritaskan reformasi dan efisiensi kelembagaan yang diperlukan.
Meskipun prestasi disebutkan sebagai salah satu faktor dalam penunjukan ini, kesan yang ada adalah bahwa peran-peran tersebut diberikan sebagai imbalan politik atas dukungan pemilu, dan bukan sebagai upaya strategis untuk menyederhanakan tata kelola pemerintahan dan mendorong transformasi ekonomi.
Reformasi kelembagaan sangat penting jika Indonesia ingin mencapai target pertumbuhan yang diimpikan oleh Prabowo. Perkembangan negara saat ini menunjukkan arah yang berlawanan. Memperluas birokrasi berisiko membengkaknya biaya administrasi dan memperlambat proses pengambilan keputusan pada saat Indonesia membutuhkan lembaga yang ramping dan tangkas untuk mengatasi tantangan perekonomian yang kompleks.
Saat ini, Indonesia memerlukan efisiensi dalam tata kelola pemerintahan, serta reformasi struktural yang mendorong daya saing, transparansi, dan inovasi.
Inti dari kekhawatiran ini adalah nasib kelas menengah Indonesia – yang merupakan indikator penting kemakmuran dan ketahanan ekonomi. Selama beberapa tahun terakhir, kelas menengah, yang terus tumbuh, mulai menyusut. Menurut Badan Pusat Statistik (BPS), proporsi penduduk yang didefinisikan sebagai kelas menengah turun dari 23 persen pada tahun 2018 menjadi hanya 17 persen pada tahun 2023. Penurunan ini, yang dimulai bahkan sebelum pandemi COVID-19, mencerminkan tantangan yang lebih luas yang dihadapi masyarakat. Perekonomian Indonesia, mulai dari stagnasi upah di sektor formal hingga meningkatnya ketimpangan.
Kelas menengah memainkan peran penting dalam mendorong konsumsi, meningkatkan permintaan terhadap barang dan jasa, dan berkontribusi terhadap stabilitas politik. Menyusutnya kelas menengah tidak hanya membatasi konsumsi domestik namun juga meningkatkan risiko ketidakstabilan sosial yang lebih luas. Penciptaan lapangan kerja di industri yang dapat mendukung pertumbuhan kelas menengah sangatlah penting, khususnya di sektor-sektor seperti manufaktur dan jasa.
Namun sektor manufaktur Indonesia masih kesulitan untuk mendapatkan kembali momentum seperti yang terjadi pada tahun 1990an, ketika negara ini mengalami lonjakan pertumbuhan signifikan yang terakhir. Tanpa kebangkitan sektor ini, serta kebijakan yang mengintegrasikan Indonesia ke dalam rantai nilai global, target pertumbuhan 8 persen yang dicanangkan oleh Prabowo akan tetap sulit dicapai.
Perluasan kementerian sangat memprihatinkan mengingat tekanan fiskal yang dihadapi Indonesia. Rasio utang terhadap PDB, meski masih dalam batas aman, terus meningkat, dan Prabowo berjanji untuk meningkatkannya lebih lanjut. Meningkatnya rasio pembayaran utang (DSR) juga memberikan lebih sedikit ruang fiskal untuk belanja sosial dan investasi infrastruktur. Pada tahun 2020, DSR mencapai puncaknya pada angka 46,7 persen, yang berarti hampir separuh pendapatan negara digunakan untuk membayar utang, dibandingkan mendanai kebutuhan pembangunan yang penting. Jika pemerintah terus meningkatkan belanja tanpa mengatasi ketidakseimbangan ini, maka pemerintah akan menghadapi kendala yang signifikan dalam melaksanakan visi ekonominya.
Salah satu cara untuk mengatasi tantangan fiskal ini adalah dengan meningkatkan pendapatan, khususnya melalui reformasi perpajakan. Rasio pajak terhadap PDB Indonesia sudah lama tidak memadai, berada di kisaran 10 persen, jauh di bawah angka 16 persen yang diharapkan dapat dicapai oleh Prabowo. Memperluas basis pajak sangatlah penting, terutama dengan memformalkan sektor informal yang besar di negara ini, yang mencakup hampir 60 persen angkatan kerja. Transisi para pekerja ini ke perekonomian formal tidak hanya akan meningkatkan pendapatan pajak namun juga memberi mereka keamanan kerja yang lebih baik dan akses terhadap perlindungan sosial.
Namun upaya untuk meningkatkan basis pajak harus dibarengi dengan peningkatan efisiensi belanja. Subsidi bahan bakar, misalnya, telah lama menjadi penghambat anggaran Indonesia. Walaupun pemerintahan sebelumnya, khususnya Presiden Joko Widodo, berhasil mengurangi subsidi ini secara signifikan, reformasi lebih lanjut diperlukan untuk merealokasi belanja ke bidang-bidang yang lebih produktif seperti pendidikan, layanan kesehatan, dan subsidi langsung untuk kelompok paling rentan.
Selain tantangan fiskal dalam negeri, integrasi Indonesia ke dalam perekonomian global tetap penting untuk mencapai pertumbuhan jangka panjang. Pemerintahan Prabowo perlu memprioritaskan penyelarasan Indonesia dengan standar perdagangan internasional dan tatanan berbasis aturan jika ingin menarik lebih banyak investasi asing langsung (FDI).
Berlanjutnya beberapa penunjukan penting, seperti Airlangga Hartarto yang masih menjabat sebagai Menteri Koordinator Bidang Perekonomian dan Sri Mulyani sebagai Menteri Keuangan, memberikan harapan bahwa Indonesia akan terus berada pada jalur menuju keterbukaan dan inklusivitas dalam kebijakan ekonominya.
FDI telah menjadi pendorong utama pertumbuhan di negara-negara berkembang lainnya, seperti Vietnam, yang telah berhasil mengintegrasikan dirinya ke dalam rantai nilai global. Sebaliknya, stok FDI yang masuk ke Indonesia telah menurun, dari 2,8 persen PDB pada tahun 2014 menjadi 1,9 persen pada tahun 2022. Stagnasi ini adalah salah satu alasan mengapa pertumbuhan ekonomi Indonesia tetap tertahan di kisaran 5 persen sejak tahun 2014. Agar Indonesia menjadi negara produksi global pusatnya, negara ini harus menarik lebih banyak FDI ke sektor-sektor yang berorientasi ekspor, khususnya manufaktur.
Namun kebijakan perdagangan Indonesia seringkali lebih bersifat proteksionis daripada progresif, sehingga menghambat kemampuan usaha kecil dan menengah (UKM) untuk berintegrasi ke dalam rantai nilai global. Dukungan komprehensif diperlukan bagi UKM – tidak hanya dalam hal akses kredit tetapi juga dalam pendampingan, pelatihan, dan difusi teknologi. Perusahaan-perusahaan ini mempunyai potensi untuk menciptakan lapangan kerja kelas menengah dan mendorong pertumbuhan ekonomi yang lebih luas, asalkan mereka dapat memenuhi standar internasional dan bersaing secara global.
Ketika pemerintahan Prabowo bersiap untuk menjabat, masih ada waktu untuk memperbaiki arah. Pengumuman awal kabinet ini menandai dimulainya masa kepresidenannya, dan masih harus dilihat apakah perluasan kementerian akan diikuti dengan komitmen tulus terhadap reformasi yang dibutuhkan Indonesia.
Negara ini berada di persimpangan jalan: negara ini dapat melakukan reformasi besar-besaran yang diperlukan untuk mencapai pertumbuhan yang lebih tinggi atau terus berada pada jalur inefisiensi dan kehilangan peluang.
Jalan Indonesia untuk mencapai pertumbuhan sebesar 8 persen memerlukan lebih dari sekedar penunjukan politik. Hal ini memerlukan reformasi kelembagaan yang mendalam, fokus baru pada pertumbuhan kelas menengah, pengelolaan fiskal yang lebih baik, dan komitmen terhadap standar perdagangan internasional.
Pemerintahan Prabowo harus menjalankan apa yang dikatakannya, memastikan bahwa perluasan kementerian bukan merupakan tanda inefisiensi, melainkan sebuah langkah strategis untuk membuat Indonesia menjadi perekonomian yang lebih kuat dan kompetitif. Saatnya untuk bertindak sekarang, dan Indonesia tidak boleh goyah.
